 fix your windows first, before you install heating.  You will feel the benefit straightaway.

When you take a residential loan through Energocredit, the bank pays the the money to the supplier directly.  When the installation is completed, you can apply to the bank and 15% of the cost of equipment is paid directly to you, to spend however you like. 
The subsidy scheme1 is intended to make the loan more accessible to households, who will get back 15% of the total cost of the high quality energy efficient products and devices, which are specified in the eligibility criteria.
 
Rules for issuing the subsidy
 

  1. The subsidy is paid by the lending bank directly to the customer's bank account, after the supplier has installed the equipment/materials.
  2. Each household may have only one subsidy, for their permanent residence.
  3. There are limits to the amount of subsidy paid:

BP and its Oil & Gas Co-venturers (SOCAR, StatoilHydro, INPEX, Chevron, TPAO, ExxonMobil, Devon Energy, ITOCHU, AzBTC Ltd., Total, Amerada Hess, Lukoil, NICO, ENI and ConocoPhillips) are
providing a total of USD 1 Million grant in subsidy to accompany the Energocredit loans.
This group has also funded the  ‘Energy Bus' which is traveling round Georgia for three years and has examples of the technologies which are eligible for subsidies.
The ‘Energy Bus' brings practical demonstrations and information to Georgian communities promoting ‘energy efficiency' across Georgia, was launched in April this year by BP and its "Energy Efficiency Program for Georgian Communities - Energy Bus" project partners.
